I'm working on an multilayer application with resx files located in different layers.
After building an msi and installing the application, only the resx files from the web application project are deplyed as resx files, other resx files become part of the dll files.
Is it possbile to deply the application so that all resx files from all layers are editable?
I tried changing some properties (Build Action, Copy to Output Directory), but it brakes the build, what's the right combination?, or maybe it's the directory name that matters? (it's App_GlobalResources for app project and Resources for other projects).

The resources in libraries are marked as "Content" and "Copy always".
They seem to be included in the msi, but when the app tries to use them for the first time an exception occurs:
Could not find any resources appropriate for the specified culture or the neutral culture. Make sure "<projectname>.Resources.DataDictionary.resources" was correctly embedded or linked into assembly "<projectname>" at compile time, or that all the satellite
assemblies required are loadable and fully signed.
