I'm using VS 2008 to create web setup deployments and even though the RestartWWWService is set to false it always restarts.
Does anybody have any idea why, or a way to stop this?

Touching ASP.NET system files will cause an AppDomain recycle when deployed. That might be what you're running into. Check out these blog posts:

Thanks for the info, I've read both blogs but what they describe is not the issue I'm seeing.
Under IIS 6 a new web site is created, usually with own pool, the msi is then run and the app installed in the new site, then an IIS reset is called - not just for the app domain but the whole blinking server.
This behaviour occurs every time an installation is done and trying to find the reason behind it is starting to drive me mad.

Good question then. It does sound, based on your comments, that it's doing a lot more than just copying system files and folders into the site path.
You can edit the deployment config files directly. I haven't worked with web deployment projects much at all, but if you review them, you may find the setting that is causing the behavior that you are seeing and be able to track it backwards from there
to ensure that it's not causing the restart on your system.

I have the same issue with VS2008. This was not a problem with VS2005. When I migrated to VS2008, my vdproj file did not change whatsoever.
Has anyone found a resolution to this problem?

I installed VS 2008 Service Pack 1 and this solved the problem.
