I want to initiallize a process at a specific time every working day(For example at middle night 00:00:00) when the web application at runtime. This process should not affect the web application running and should be in sleep at any other time. Are there
any methods other than Interval and Elapsed of Timer can I use to reach this target? Thanks!

create a console application and use Windows task schedular or something similar to start it up at a specific time.

My web application is hosted in a shared envirement of a web hosting company. I am afraid I cannot get the authorization of Windows security permision to do that. My target is that the process can only be executed by Web server IIS and initialized automaticlly
at a specific time every working day.

then you can create a page that does the stuff you need and ask the hosting company if they can set up task scheduler or any other tool they have to call the page. If they don't offer this solution you can search for a company that provides cron job services.
I believe there are even free ones around.
