I am a beginner.
why the class resume in defined in BOL[resume.cs] and why are thse methods defined? I am little bit confused about where and how to start going through the starter kits.

It is to do with the separation of layers. Hence BOL (Business Object Layer), DAL (Data Access Layer), and then there are the general .aspx and user controls which are the presentation layer.
It is good practice to have an n-tier architecture, for reasons of scalability etc.
So, for example:
----> calls getResume method in the BOL,
--------> calls executeReader in DBAccess in DAL
-----------------> calls stored procedure JobsDb_Resumes_SelectOne
