Why don't you reinstall it because once you create a website those feacture should by enable. Also check the View Menu before.... and in Tools / Options it ask you the way you want to see it when start.

Reinstall VWD 2008 Express. If it doesn't fix the problem, then uninstall and re-install again. You can also search the forums for this as well. There were a number of issues related to VWD2008Express installs that were posted on here when it was first
released. I think you find several additional work arounds in there as well.

I uninstalled Visual Web Developer 2005 Express Edition, then I installed it, but I have the same problem, it do not show the Web Page Editor neither Design View, Source View and Split View and also The controls are disabled in the Toolbox.
I checked the View Menu, but in the General, Format, Validation, CSS tabs of the Tools/Options show a error: "An error occurred loading this property page."

Ready, I ran "VWDExpress /resetskippkgs" from the command line. Now, Visual Web Developer 2008 Express Edition shows Design View, Source View and Split View in the Web Page Editor and also The controls are enabled in the Toolbox.
