Is that possible to create different plans to control users' mailbox quota at user level ?
Am I right to say that HMC 's plan is quota control at Org Plan, and services control at User Plan?

The senorio is like this.
I will create plans for org which only contain the total overall disk space used or which resource to use.
then I will have plans for the org users, such tat eg. plan A contain 10mb mailbox with owa services, plan B 20mb mailbox with owa and pop3 service, blah blah blah....
is that possible.?

this is exactly what HMC does.
Just as a remark: in the org-Plan you don't specify the disk space really used (in the sense of "the space is consumed by items"), instead it specifys the sum of all quotas (which means: only reserved space, most users don't really use all space which is
available in the quota). You can set p.ex. 200GB Quotas on a 100GB LUN.

One more thing, the AL, GAL and OAL are created by the plan or have to manually create using provtest?

the Address Lists are created an maintained by MPS when you create Objects (Orgs, Users,...) and should not be modified manually. This is core functionallity of MPS.
Another remark: When you use Exchange Management Tools to modify Objects, the object dissapears from the AL. You have to run "RepairExchangeObject" then with provtest, to make it appear againg.
