I have an app that I set up in VS2003. When I open the app I go to file->open->project from web. Then it prompts me to selecte the project file and then it opens the app, however when I close the app it prompts me to save the sln file, even though there
aren't any changes. Why does it do this?

Everytime the project is opened solution file is modified by Visual Studio

this is normal behavior then? Nothing i can do to change and make it not prompt me to save but do it automatically in the background?

Yes this is a normal behaviour. Specially when you open the project from web , you need to save a local version of the sln file on your drive , anywhere you want .
Basically, this method uses Microsoft Frontpage server Extensions. You can remotely Administer and manipulate a web site over HTTP.If you select
Open Project From Web, you are using FrontPage Server Extensions. This method does not use the file path and is done completely over HTTP. From the beginning, you'll notice that you are asked for the URL of the site instead of
the file path of the project file. This method also does not use the .webinfo file because the IDE does not need to validate that the file share is the same as the Web site.
