Yes, it depends on user needs. Here if you read careful you will see the limitations, but it seems no bad for some school project:

Hi! I'm a student so I don't have more money enough to pay a web hosting. I have try Brinkster.com but i hard to use. I don't know how to unzip a zip file, Web Space is small and the domain is hard to remember. Please share another Free ASP.Net web hosting,

I always advocate paid hosting. Nothing come free. You get what you pay for or you get lucky.

If you are a student it does not mean you are disabled. Sign-up at some freelancers site, do some easy project in an hour-two, earn some $ and pay for hosting. Believe me you'll be feeling much better.
1. You have earned some money = you are not a useless man of a kind.
2. You'll have some valuable experience.
3. You'll have a rating at the freelancers site and later will earn more and more per hour/day. And when you'll finish your studying (graduate, sorry for my bad English) you'll be a professional already.
Do not be cheap. Do not try to find a poor-man's ways. Otherwise you'll be poor for life. Think positive and creative. That was my way when I was a student and now after many years I see it was the best way.
Come on, guy. Show your power.
