nope,you have to create vss account first then right click on solution file and then there will an option add solution to soursesafe...

yes...create a project first and then add it to vss and as you keep on adding more files to the solution you can add them also in vss by right clicking tht file.
those files will be compiled locally

Thanks! How do others then get the app. Do they just create a folder locally and then say 'get latest' from vss?

You need to install Visual SourceSafe server in the server and install Visual SourceSafe clients in the development machines.
Firstly, you create SourceSafe database for your project, and the create user accounts for other developers. They can use these accounts to get the project that is stored in SourceSafe database and then open it local.
