In 2.0 onwards there's the CultureRegionInfoBuilder to create your own custom culture, have a look on msdn. I think unicode should be able to handle Kurdish characters.

You can use the provider model for creating custom cultures, refer this article:

I read the article and I understand it a little bit better but not good enough to create a custom culture myself yet. did I understand it correctly that I have to register the culture on the server to be able to access it from my webapplication?
do you have an example that would make it so much easier for me.
thanks for your help

Kurdish language the never ending nightmare for kurdish culture....
Yes I have read the article and I tried to install the example at the end of the article...my resources files for kurdish is saved as web.sitemap.ku.resx and is stored in the App_GlobalResources folder and in App_LocalResources I have resource files for
the default.aspx page... default.aspx.ku.resx and masterpage.master.ku.resx in the database the culture is saved as ku-KU and I used the example from the article how to create the culture and installed it on my server....but I get the following error:
Description: An error occurred during the compilation of a resource required to service this request. Please review the following specific error details and modify your source code appropriately.
Compiler Error Message: CS0101: The namespace 'Resources.Web' already contains a definition for 'sitemap'
Any suggestions on how to solve this? Or does anyone have a working example for implementing the kurdish culture and want to share it...would be very appreciated.
