There is no 64 bit version of Jet available, nor is one planned. You need to compile the project to target x86 processors:

Is it mandetary that sever should have installed MS access, if the web site having a ms access database?

No. You don't need MS Access installed on the server. While it is generally referred to as an "Access database", it is actually a Jet datafile, and only needs the Jet provider available.

no yarr it is not installed.
in my server only iis is there and .net framwe work no other things[no office 2003] .
is there any way to access the database located in some other system in the network. using connection string.

You don't need Office for Jet. It's a Windows System component. Try searching your computer for MSJet40.dll. If you find it, it's installed. If not, Google "Jet 4.0 Download".

i my system ther is no MSJet40.dll
when i gooled every where jet 4 service pack only. No orginal executable file.
if u have any pecific link.

i installed it but still the same error do we need to register the msjet40.dll in copromptmmand prompt
msjet40.dll is there in my \windows\syswow64\
