Did you try <body style="direction:rtr;"> ?
In my application i use Thems for managing directions.
I've created 2 Themes "LTR" and "RTL", i set the Theme by the language,
and each Theme has a different css style.

you are writing the direction hard-coded I want to get the direction from a ressource,
is it a localized file or a globalized file???

If you want to do it this way, without using Themes, use Global Resource file.
(I hope i understand you correctly)
For client side element use it this way :
<body dir="<%= Resources.YourResourceFile.Key1 %>">
For server side controls use :
<asp:panel Direction="<%$ Resources:YourResourceFile, Key2 %>" runat="server" > </asp:panel>
Make sure that the Key match the right value you need.
For example :
the <body> key value should be - "rtl"
the <asp:panel> key value should be - "RightToLeft"

Again consider using themes for this, it is much more elegant and easy to maintain.
