I am not sure how to deploy my resources with my dll that the WDP creates. I have local resources that go with my user controls, and when I try to browse to a page that is using my deployment dll I get the following error:
Could not find any resources appropriate for the specified culture or the neutral culture. Make sure "ucSearchResults.ascx.resources" was correctly embedded or linked into assembly "App_LocalResources.event.cdcab7d2.jml4mn1l" at compile time, or that all
the satellite assemblies required are loadable and fully signed
How do I use local resources and the WDP?

It seems that you access the local resources by a wrong way ... so it's better to post the code you use in
ucSearchResults.ascx (if you use it in code behind post .CS or HTML if you used it declarativly )
and for the Local and Global resources you access them like this
"object.property" = Resources."name of file global resource"."object"
"object.property" = Me.GetLocalResourceObject("full name of object like: Object.Text").ToString()

I know how to use resources and have deployed many websites in the traditional sense of deployment. I may have not been clear on this, I am using the Web Deployment Project to create a .dll for use in another website. When I reference my control in another
website is where I get the errors for the resources. I don't think the local resources get compiled into the .dll but am not sure. Has anyone else used local resources with their pages or controls and then compiling the site into a dll?

I have figured out the problem on my website using the dll created by the web deployment project.
In my website project that I use the dll in, I have to put the resources in the same folder structure as the development website. I had to create an Events folder and put the App_LocalResources folder in that folder. I could then use the control and the
resources worked properly for the user control.
