As I am new to mobile development. I want to purchase a smart phone for practise purpose(for Windows & Web Applications both). Can anybody guide me, which phone should I purchase, What features should it has, I am in Delhi, India. Any link, help...Pls...

Don't buy a phone at all and save yourself some money.
Visual Studio has built in emulators for common mobile devices, including smart phone and pda formats, so you should be able to do most of your development on those. Only if you get to the point where you want to really test the system should you buy a smart
phone... and then buy the cheapest you can get.

find below link on very good emulator. majority of devices can be tested with it. It can also be easily integrated into Visual Studio 2005.
Visual Studio 2005 comes with very good emulators for a number of devices. (Tools -> Connect to Device)
