i am building a project in visual studio 2003 in arabic. i have to save each page with utf-8 encoding despite the fact that i have given fileEncoding="utf-8" in globalization tag in the web.config file.
i have even changed the regional settings and set the Language for non-Unicode programs as Arabic(UAE). now it does not prompt me to save the file with encoding but it doesnt show the arabic characters, unless i again change the encoding to utf-8.
can anyone plz tell me how to set the page encoding to utf-8 by default?

There's an option in Tool | Text Editor | General that says Auto-detect UTF-8 encoding which should be checked.
UTF-8 is the default file format though and unless you've previously saved the file with another format it should automatically be stored in UTF-8.

You will have to save te Visual studio template files with utf-8 and change the computer regional settings.
