First of all, let me inform you that I have already tried to go to the IIS Forum withthis problem. I tried to start the Default SMTP Virtual Server in IIS 5.0 so that I can get email working in IssueTracker, but I got a message that says "The server did
not respond to the start or control request in a timely fashion. Check the windows event viewer for details." So I checked the event viewer and there is nothing there. In the IIS manager there is a red dot with a white x in front of "Default SMTP Virtual
Server". I used Google to find an MS page that addresses the error message. MS says that I was getting the message because no network interface card (NIC) is installed and the "Client for Microsoft Networks" must be installed. I have a NIC and "Client for
Microsoft Networks" is installed. So then I went to the IIS Forum and created a post. Errr... I tried to create a post, but I got an error message that says "Permission Denied". I could not post to the forum! I couldn't even post a message to ORCS Web
from the site to let them know that there is a bug. However I did go to the ORCS Web web site and sent a message via e-mail. Anybody got any ideas?

While I do not have a specific answer to give you to resolve your problem, you might want to have a look at
this listing from the search I did on the MS TechNet site. When doing your search you might want to include the operating system that is being used as that could play a part in the troubleshooting effort as there may be missing updates/patches and such
other related items coming into play as well.
