I have a Bullit list (<ul>,<li>) on one of my page that links to the css-conent.css file that came with the starter kit. the CSS defines an image as the bullit using a .gif. The first bulit never showed correctly and sometimes other bullits were cut in
half, I messed with some of the style properties but never got it to work. I swithched to a the standard bullits but they look to big. Any ideas on how to reduce the size

I don't think there's any way to reduce the image size via CSS. You can reduce the viewing window, hence the images that were cut in half...
You'll probably have to physically reduce the size of the images you're using.
