I have been using M6.net and have never been real happy with them but have stayed. Now that I am getting ready to move everything I need some real help. I have four sites that I am hosting and each one is consuming about 500mb storing the photos in the
database. I plan on modifying the personal sites to not store the original photo. So my issue is that I am willing to spend about 15 a month but would prefer SQL 2005 as it is what I am using personal now.

You can check out our service http://www.discountasp.net
We are a little bit more expensive than your budget but I think we offer a very good value because of our knowledge in the ASP.NET hosting field.
As for storing photos in database, I think this is a very bad idea. Database is not really designed for storing BLOB and you definitely get some performance hit when storing image in DB. In addition, what benefit do you get when you store file in DB??
I couldn't really think of anything real substantial.
