mps performance slow

Well provtest submits the request to the MPS engine, so if MPS is slow, then provtest will be slow.
Getting properties from AD directly is always going to be quicker than submitting an MPS request to do the same job as MPS adds an extra layer in there, and due to the way MPS is designed it's not going to be super fast, although I agree with you that 5
seconds is a little long.
Trying to pinpioint an issue like this is like trying to find a needle in a haystack.

Sorry for the disturbance. I need to develop an application for provisioning using mps in asp.net c#. This is my first application. I have read mps sdk.I don' t know how to start and where to start. I'm blank. Please help me out friend.

Installation completed friend!,I'm refering the sample web provided by Microsoft. I started my coding part.
Friend! I have successfully created plans by using batch files(contains provtest xml file). Can I able to create multiple plans
at a time. Is it possible to remove the created plans friend!.

Yes you can create multipe plans in one request.
Check out the sample XML files under C:\Program Files\Microsoft Hosting\Provisioning\Samples\Hosted Email 2007\CreateSampleOrganizationPlans.xml
similar files are available under the other hosted services.
