Yes cause this is ur fastest way , and the simplest.
It goes like this.
If u have a folder called folder1, and under it u have a page called Default1.aspx
right click on folder1 and add asp.net folder "App_LocalResources"
Inside this folder add 3 resource files.
Default1.aspx.resx (will be treated for all cultures)
Default1.aspx.(french culture code).resx (for french) ex : Default1.aspx.fr-FR.resx
Default1.aspx.(spanish culture code).resx (for spanish) ex : Default1.aspx.sp-SP.resx
And for ur labels just include a meta description
<asp:Label id="lbl1" runat="server" meta: then the name of the culture created in thse files
This article will clarify furthermore

Yes, you need to work with resource files because it's the easiest way to translate an ASP.NET Web site.
However, it's easier than you may think. Just follow my
tutorial on translating an ASP.net Web application.
Hope this helps,

Yes, you will need to create resource files yourself, you can use sites like: http://www.mandarintools.com/
Or refer to this post of mine: http://geekswithblogs.net/vivek/archive/2007/11/01/116506.aspx
