We want to start off small, and are thinking about creating some parts of this solution in virtual machines. Then run 2 virtual servers on a single machine.
For instance, get 2 servers each running 2 virtual servers. 1 virtual server could be for web interface and another I am thinking the MPS engine. However, I do not know how much power the MPS engine needs? Will it run fine in a virtual instance to start
out? Say 5,000-10,000 total users?

Well a small number of users (10K for example) would not generate a lot of provisioning requests to MPS so you could get away with a less powerful server. However bear in mind that Microsoft does not support MPS running on a Virtual Server.

I would go with the consolidated arch that has giudance on expanding up and out.
Takes I think 5 servers to startup.
