I have an xml doc I've dropped in the App_GlobalResources folder of my site and when attempting to do the following:
XmlDocument doc = new XmlDocument();
I received an exception that there are "Illegal characters in the path".
When I look at the exceptions stack trace, it looks like the url I'm getting back from GetWebResourceUrl is going through the XmlDocument.Load method's UriResolver and going to System.IO.Path for physical file resolution. The url GetWebResourceUrl is giving
me back looks like "/WebResource.axd?blahblahbhah"
Why can't XmlDocument.Load resolve that? Thanks!

Have tried escaping your path string or appending a "@" before your url. e.g.
