I’m making an application which get the gmt time from the users. But I don’t know how much hours should I add or deduct, because I don’t know where the page is calling from.
How could I know where is the page calling from?

I know what you mean, but the application would only get the time from the server, that my site is hosted, which I could see how much the difference from the GMT is and fix it. But I would like to know can
I access the time which their provider are from, that not be the user’s time, which could be wrong.

Now I realized that I'm expressing very wrong, the server which the user access is the same errrrrrrr....., so I would get the same difference, but my question still
opened, because if I want that user see with GMT from his country?

yea, per example: in an forum the post are added in a database, which records also the time in gmt, I could just show to user the gmt time, but I don't want it, I want show them that time in their time zone.
