Suppose that in a user control I have a property made like this
As Object = ViewState(vsListSelectableLevel)
Is Nothing Then
ViewState(vsListSelectableLevel) = value
How can I edit during design mode with standard collection editor?? I remember that there are some attributes but I tried to look around and I did not find any information.

I don't know if I understand you question well. If its a usercontrol, you could do this:
UserControlName1.ListSelectableLevel on the page to get it, to modify, do the same thing.
Is that what you are talking about?

I need to set this property on designer, not in code, there are some attributes to work with design time property designer, I try different approach but for user control it seems not working.

Im reading a ms-press book "ASPNET server control and components- [vandana dayte]" about controls life cycle etc',
It seem that this simple action is not so easy to implement(Maybe im wrong),
It is depict in details in chepter 15,
Anyway this include some knowledge on an issue called - Designers and writing control Designers,
So if you are not mastered in this area yet - I belive that it want be so easy for you(As for me)
