When I run exmerge I am getting the following error.
Error opening message store (MSEMS)
This has worked before by changing the permission to give the user send as and receive as on the mail store but even after giving the user permisions I can't run the exmerge. I have restarted the service after changing the permissions and even rebooting. Everything
that I find on this error is due to permissions, but I have even tried it at the Enterprise admin after changing permissions for the enterprise admins, domain admins, and administrator account. Please HELP!

If the error message you are getting in only "Error opening message store (MSEMS)" then
"The following error message may be logged in the Exmerge.log:
This error message can be generated if there is no Directory object for a mailbox object that exists in the information store.
Check the Mailbox Resources page of the private information store in the Administrator program, and then verify that Directory Objects exists for the mailboxes listed in the Mailbox Resources.
Directory objects can be created manually, or by using the DS/IS adjustment.
NOTE: Please make sure you understand the implications of running the DS/IS adjustment before you run it. "
If error that you are getting is "Error opening message store (MSEMS). Verify you have the correct permissions to log on. " then the problem is permissions.Maybe the user or the group/s they are member of have denied permissions set at some level? Did you
restart IIS? What is the full error message and error code?

Also in Exchange 2003 there is an implicit DENY ACL for administrator accounts for mailbox
access. You have to give them an EXPLICIT Full Mailbox Access if you are using administrator or domain admin etc accounts.

Exmerge generates this type of error when user has MAPI disabled mailbox. Check protocolSettings attribute for user object in AD. If it has a line like "MAPI§0§§§§§§§" then remove that line from attributa, wait for 2 hours and the
try again. Do not forget to add that line back after you finish you exmerge work.
