I'm looking for a tool to extract just the resource files, give a user a decent interface to edit the files, then the ability to put those changes back into the main project.
I found a tool on CodeProject ("ResourceEditor") that allows someone w.o VS to open a resource file and edit the translations. This is nice, but we have so many resource files that it is not very convenient. And since we are out-sourcing the translations
it would be nice if the user did not have to have the entire folder structure on their machine.

Btw: .net resource files are just xml files... You can even write a tools to modify it youself if there's none satisfys you customer. See a
