Because of the way they designed HMC, this would be really difficult, which is why its not supported. Basically due to the private folders that are created under an OU, that structure would break the current layout of OU's in HMC.
I can also tell you that its unlikely to change in the future. The largest reason they dont support this is the desire by the development team to hold down the proliferation of OU's in AD. This is mainly due to the fact that they recognize that for future
large hosters (500,000 users and greater) the additional OU's will bog down an AD system too much. Currently they already create a lot of OU's under a company for other things as it is, and adding more OU's under that would not be as simple as adding say
3 OU's, it would be a multiple of all the OU's they currently have. So if you added 3 more OU's, you would now have 3x that number of OU's for every company.
Thats the logic behind why its not currently being done. In addition, it would be nice to be able to create OU's just to be able to segregate users, but that is also not possbile in HMC.
