for maintaining blogs, blogengine.net is the best option.. (i feel)
you do not require to be developer to make one and set it to go...
regarding host provider.... there are thousands... and probably all would debate over who is best...
i think godaddy is best option in terms of service...

Besides Blogengine.NET I would suggest making use of either Umbraco or Orchard.
I'm currently on dasBlog but will soon upgrade to Orchard 1.4 for my personal blog.
