FK relationship error in ADO.NET Entities

I'm getting this error: Entities in 'Oop4Entities.sssMenuRole' participate in the 'FK_sssMenuRole_sssMenu' relationship. 0 related 'sssMenu' were found. 1 'sssMenu' is expected. what does that mean? What am I doing wrong in regard to the foreign key?
