Script controls may not be registered before PreRender

Hi, Tried to implement this code but get "Script controls may not be registered before PreRender" error. can anyone help me to get this code working. Thanks in advance. Hey all, I am farily certain that this is a stupid question...but do you have to have the dev environment (in this case .NET 2008) installed on the same server as the MOSS installation?
