Beginner wanted to start a small property listing portal

Hi All

I am beginner with some knowledge in Asp and VB but now very very rusty. I would like to create my own portal which will allow me to list properties I have to rent and rooms. Would be useful if people could register on the portal to search properties. Can anyone point in the right direction, just want to start something off myself even if its limited but would be ideal if the starter kit had scope for plenty of other functionality and features as I try to grow the community using the portal.

At some stage I will need the assiatnce of a competent and qualified developer so would be grateful for any tips and advice on where to look and start.

As you are likely to build a online portal so it would be good to decide to develop it as CMS. If you like to develop the application as custom CMS application, there are lots of starter kits available.
