Commands being fired on opening VS

I'm getting this message when opening a solution. "The command you are attempting cannot be completed because the file 'filenameSetup.vdproj' is under source control and is not checked out."

This is a set up project and I do not understand what command VS is trying to do during start up. I quit VS, gone direct to source safe and checked out the project file and of course I don't get the message. But the file is identical, no change has been made. So what is going on and how do I stop it from happening?
