Atlas will probably use this at somepoint. Right now, though, we are trying to preserve developer readability of the source code and let people who download Atlas better figure out what is going on and how it works.
In my PDC talk tomorrow (PRS 420), I will show writing a custom control, and will demonstrate web resources do work great when programming against atlas. As Scott mentions, at this point we wanted to make it easy for developers to peer into atlas.
