Whenever I refresh my browser, exclusively in Chrome (IE + Firefox work fine), I have weird flickering that occurs with my background image. No threads related to this seem to have figured out a solid way to deal with this. Any ideas, or is just something
to deal with?

is you background image cached by the browser???? even if it is cached, there will be little flickering....what you can od is that instead of loading complete big image, you can shop the image into multiple slices and have them placed accordingly....also
follow some of the preloading techniques...

was able to keep the background from flickering, unfortunately my footer still is

As I understand it, ASP.NET AJAX partial postbacks are only support on browsers ASP.NET can detect. The last I heard (a while ago) that was ie, firefox and Safari, not Chrome. In that case it resorts to full postbacks.
To implement page updates I'd really recommend you switch to jQuery or another widely supported AJAX toolkit. (jQuery is support by Microsoft if that's an issue) There's a little bit more plumbing involved, but not much.
