I closed app folder and exit vs2010 and then rename app folder but always got an error said that "...the folder or a file in it is open in another program".
I log off pc but still can not rename the folder until I reboot pc.
Is there a way to rename app folder without reboot pc?

SOunds like you have something in the background using it. IIS or something is tying it up. Reboot probably will need occur for this situation.
Coding is like life, learn from the past and work towards the future, trying to redo past code, ends in lost time and nothing new accomplished.

You can always go into Control Panel > Administrative Tools > IIS and stop the site, change the name and start site again.

go to command prompt and type:
