I just installed the new VS2012 RC today and tried to create an MVC4 app. The Recipe option seems to have disappeared... Is that feature gone from MVC4 or has it just relocated somewhere...?
The ASP.NET MVC 4 Beta also contains a couple of experimental features that were included to get early feedback. These features won’t be ready for the final MVC 4 release and will be removed after the Beta. However, they do lay a foundation for future work.
Recipes: Recipes are a way to deliver tooling via NuGet packages in order to automate a task within a project. For example, recipes can be used to replace the existing
Add Area, Add Controller, and Add View dialog boxes. Recipes can also add completely new functionality. Although we shipped support for recipes in Beta, we think recipes are a more natural fit for NuGet. Therefore,
we'll move recipe support out of the MVC 4 release and have it supported by NuGet in a future release.

I've seen the roadmap and totally understand that, and it looks like it has in fact been removed from the MVC4 RC.
Perhaps the more appropriate question is - does anyone know when Microsoft is going release that recipe feature in NuGet? That was a really awesome feature and I would like to be able to continue using it.

In general Microsoft can not answer this question. They are not allowed to give dates to unannounced features. One of the risks of using beta software, is that features are not guaranteed (actually the software itself is never guaranteed to be delivered,
Microsoft has cancelled serveral). There are beta features from MVC 1 & 2, that still are not implemented.
If you liked recipes goto connect and vote for them.
