No, that advice is completely incorrect. That alias has nothing to do with the operation or management of this website. That alias is to give feedback on the actions/posts of the Microsoft engineering team.
The correct avenue for reporting problems with the site is this "Feedback on this website" forum (as XIII has done), or the contact forum on the "Site
Feedback" page if the issue concerns logging in or a user account issue.
