If you're going to store credit card numbers on your server, then you need PCI complaince servers.
According to VISA / Master Card & other card issuing companies, if you're storing Credit Card information on your server, you need to be PCI compliance.
There are 4 levels of complaince requires by various vendors. If you've less than 20,000 transaction a Year, you fall into Level A ... where you need minimum security implementations. The other 3 levels require more complex server arrangements.

I will forward the credit card numbers to paypal API but the page has the credit card numbers inserted is located on my web server

Customers are filling out their card numbers on your website or paypal's website?
If you're Storing or Transmitting CC numbers, you need to worry about PCI ...
PCI = Payment Card Industry and checkout this site for more information ...
