Because you can't tell us what makes the error occur!!!!!!!!!! (I think I got the same number of exclamation marks as you had question marks. Does that help somehow?)
Maybe no one is answering because you are not paying them enough for their time.
Have you tried any of the obvious things? Have you tried turning it off at the wall? Is your power supply clean? Do you have any faulty device drivers? Have you tried uninstalling any extensions? Have you reinstalled the software? Have you actually
tried anything or are you just demanding that volunteers help you for free and being obnoxious about it?
A totally redical suggestion is to do what the message tells you to do!
I am running Visual Studio 2008 in Windows xp Professional version 2002 service pack 3 32-Bit 2GB of ram. On debugging a simple application Visual Studio seems to hang/unresponsive. I then get a bubble message informing me that "Visual Studio is busy waiting
for an internal operation to complete".

1 . Iy happens with any application? Try a console one.
2. So it's happen when you try debug. Look at the RAM BEFORE debug and AFTER you press F5 to debug.
Could you please follow the instructions above for collecting a performance trace? (repeated here):
Download and install the Visual Studio 2010 Diagnostic tool located at: http://visualstudiogallery.msdn.microsoft.com/en-us/e8649e35-26b1-4e73-b427-c2886a0705f4. Once you have installed the tool:
- Open your project in Visual Studio (do not begin debugging yet)
- Open the “PerformanceDiagnostics” application that was just installed
- On the ETW/Xperf tab, select ‘Default’, click ‘Start Profiler’
- Reproduce the hang
- Click ‘End Profiler’, wait
- Click ‘View Profiles’; the newest .etl file is the file that we are interested in
and upload it to the following workspace:

i dont know how to produce it and when it comes....
if i know when it comes then why should i ask you the reason?
there is no specific way to produce it, comes randomly........

Because if you can not to tell us some steps to reproduce the error, it can be anything , including hard disk errors, ram state, ANYTHING.
It's like someone says:
from time to time a birds fly over my head. I can not reproduce when it flies . But help me!

Its not with only one type of application it comes in anyone...
Not always when closing applications which were started with debugging......
And it is not issue of RAM because the other applications running fine accept VS.....
but as you said, i tried that it seems normal as when error does not come.....

I have found one solution for VS 2010 but not for VS 2008.....
For Helping others using VS2010 facing same kind of errors :
