  Yes , ASP.NET web applications can be deployed without Visual Studio & IIS. 

  You need to use MonoDevelop Tool for Windows ,http://monodevelop.com/Download 

  here , a complete asp.net web app with C# & VB.NET development can be done & deployment is possible in Apache Tomcat Server. 

  Mono is an open Source GTK toolkit for .NET project.
