I am using Windows 7 here and I can install .NET 4.0 without any problem.
I now suspect that the problem was with the upgrade process. Is there any possibility for you to try to install it on the other Windows 7 system? If you can do it successfully, you can know straight away that the problem is with the upgrade from Vista to Windows
Hope this helps
