What would be the publishing settings for a server on my local network? For example, publish to the website home.test.com on server-t100.

Is your server configured correctly for WebMatrix support? Is it running Web Deploy and does it have all the correct delegation rules set up?
Please refer to this guide for setting up a server for publishing; it can be quite helpful to make sure you have everything configured correctly:

By the end of that guide, you should be able to create a publish settings XML file with all the information you need. Local network servers can be named just as they are, without any www. or .com prefixes/suffixes.
