it states: PowerCommands for Visual Studio 2010. You're using visual web developer 2010 express. According to me you can't use that extension in VWD2010 Express but only in the full version of visual studio 2010.
The best option to try is to go into VWD express and there in the menu use
Tools > Extension manager and search for the extension there.

Hi,
which one exactly did you download? Url please.
Did you double click the .vsix file or did you use the extension manager?

Hi,
did you read my former reply? That plugin is only for Visual Studio 2010, not for the express edition.
