I have had the SQL 2008 R2 installed for about a mouth. I wanted to used the BI, but it seems to not be installed. Can someone tell me how to install just the BI, I have alot of data in the database. I tried to do a repair but that did not work.'\
During sql server installation select Analysis Service, Integration Service, Reporting Service. And also select the business intelligence to for sql server in the client tools tree.
It will not let me select this, like for one thing intergration services is installed and working, reporting services is installed and working as well, so it never lets me open the tree for tools.
You can create BI projects using VS2008. You can use the BI project template that comes with the VS2008. VS2010 does not include a BI template for SQL2008 as I remember.
Are we talking about SQL Server 2008 or SQL Server 2008 R2 here? Should we use VS2010 or VS2008 for creating BI projects? Some posts say we need Windows Server 2008 R2 and Sharepoint 2010 as well. Would that mean no luck for stand-alone development learning?

Sharepoint is not mandatory. Sql 2008 R2 is enough, you can install Sql Client component on your machine and can connect to the Sql server installed on other machine.
