In which case you are using much the same setup as I am using at the moment.
Select:
Administrative Tools...Computer Management
Expand "Local Users and Groups"
Right Click and select New user
Enter new account name
Exter complex password as discussed earlier
Clear "User must change password at next logon"
Check "User cannot change password"
Check "Password Never Expires"
Click Create

its strange... i din need to do the above steps and my workflow web service is able to call other web services. its just this strange one that does not work.
