Is there any WCF REST Starter Kit available for .NET Framework 4.0 and VS 2010 beta 2?

No, there is no 4.0 version, nor do we plan to makeone in the future.  We have brought a few features back to the framework (WCF), and we will continue to do that after 4.0.

Sorry, HttpClient is not being shipped in the initial release of 4.0.  To search what is available in 4.0, you can use msdn.com.  The 4.0 docs are becoming available as previews right now.
