How to make the look more consistent for different users ?

How to set it such that the menu total width is XX% of the whole width of the page, for example ?

I suggest you try to change the CSS letter-spacing property dynamically to solve this issue.

For example, use JavaScript to check the length and according to the lengh to change the CSS.
