If we disable Add-ins (“Tools” | “Add-in Manager”) and run “devenv.exe /safemode” loading only the default environment and services, do we still have the problem? This can eliminate the possibility that third party Add-ins are causing problems.
The templates file exists in following locations by default. You can check whether Windows Service exists. If it doesn't exist, you can try to copy it from another machine or repair your Visual Studio.
• <VisualStudioInstallDir>\Common7\IDE\ItemTemplates\Language\Locale\
• <VisualStudioInstallDir>\Common7\IDE\ProjectTemplates\Language\Locale\
