I know there are a ton of datepickers out there (nice ones!) but they didn't do what I needed them to do for time awhile back so I built one and offer it for free. It's located here:

AFAIK GPL allows you to use the code in an open source project whereas LGPL allows use in both open source and commercial projects. Is your project, GPL or LGPL?
If LGPL, then I suggest that you contact the author to make timepicker available under LGPL.

If your application is only ever for use on your own PC, then you are covered.
If your application gets released under it must be under GPL (effectively free to use for non-commercial applications)
If your application is to be used commericially, then you should ask for the time picker to be released under LGPL which while allowing free copying also allows free commerical use. I use LGPL for my licensing rather than GPL as I wish to use certain software
that I have written at client sites.

These are the gr8 help for timepicker controls.

The licence for the timepicker is GNU General Public License version 2 (GPLv2)

Certainly no need to register or licence!
