I am getting this error when going to create a second Sharepoint site for a customer. I realize that my original config for Advanced Sharepoint only allows one top site per client and 5 sub sites. I don't know how to use provtest properly so I edited
the SQL table to be 5 and 15 respectively, however since this is obviously not the way to do it, I get the same error. I assume the customer is still provisioned with the original parameters for Sharepoint hosting.
For someone who is not a programmer by trade but a sys admin; what is the easiest way to update this customer to allow multiple sharepoint sites?

You can create a new sharepoint plan and change that org to the new plan or you can modify the existing plan.
